Free PayPal Lesson in International Marketing

Here is a free lesson in international marketing by PayPal.

As of March 14, 2016, the PayPal home page in the USA looked like this:

Now look very closely!
At the same time the German home page looked like this:

As you can clearly and quickly identify, the street is the same, the bike is the same, and even the dog is the same.
So the question remains is why are the two home page images different?
