That way sprawl does not build up from small decisions adding together over months.
Or maybe assign someone to audit the list regularly and tag owners for each machine. I find that personal responsibility stops a lot of neglect right away. You avoid the mess by staying on top of changes as they occur rather than reacting later. It takes some habit building but pays off when systems stay responsive.
